Brian Smith

Brian brings more than 20 years of professional experience in the public and private sectors to the Innovation Team. His background includes work in nonprofit management, county government, for-profit business development, policy consultation, fundraising, lobbying and reform efforts in juvenile justice, human services, health, transportation and education. Before joining the City, Brian was owner and president of the Institute on Culture and Policy, a policy consulting firm dedicated to eliminating racial and ethnic disparities through systems change and community engagement. While maintaining his leadership role with the Institute on Culture and Policy, Brian also served as the State of Minnesota’s coordinator for the Juvenile Detention Alternatives Initiative for four years.

Zoe Thiel
Program Manager

Zoe brings professional experience in strategic planning, project management, analytics and performance measurement based on her work experience at Minneapolis Public Schools and the City of Minneapolis. Her education is in political science, economics and public policy.

With more than 25 years with the City of Minneapolis, Toni brings her experience as an administrative professional focusing on office administration, data visualization, analysis, and her knowledge of city processes.

Angela Butel
Planner Analyst

With professional experience as a research assistant and at Catholic Charities, Angela brings skills in qualitative research and data analysis, community engagement, and facilitation. She studied anthropology and human rights at Macalester College.

Nick Campbell
Planner Analyst

Nick is a North Minneapolis resident who brings professional experience in community engagement, program development, strategic planning, and relationship building. With an educational background in strategic communication, he has previously held roles at Emerge Community Development and is an AmeriCorps VISTA alumnus.

Elliott Payne

With over a decade of experience preparing private sector, public sector, and non-profits for the digital economy, Elliott brings expertise in driving business strategy through human-centered design. He established the service design practice at space150, an independently owned agency founded in digital, and he was a Business Consultant at Lawson Software (now a part of Infor) where he implemented Enterprise Resource Planning software as a supply chain management lead. Elliott began his career as a mechanical engineer before earning an MBA from Carlson School of Management and founding Sense Datum, LLC.

Anna Fineanganofo
Urban Scholars Intern

Anna is an intern on the Innovation Team through the Urban Scholars Leadership and Professional Development Program. With an interest in using data to drive public policy that affect communities of color, she is majoring in political science, applied mathematics, and statistics at Macalester College. Anna is planning to graduate with her Bachelor of Arts in Spring of 2018.
